These latitudes usually bear high-pressure systems that drive away precipitation from the region. These latitudes are also called the Horse latitudes, characterized with calm air.

Due to global air circulation, air from the tropics moving towards the subtropics is usually cold and dry. This is because most of the moisture has drawn off by precipitation as it ascended into the cooler upper troposphere from the equator.  

As the air descends in the Horse latitudes (due to higher density of colder air), it re-warms again hence taking up more moisture from the surface of the regions (due to increased saturation point from increased temperatures). As the descending air mass ‘hits’ the earth’s surface, it diverges along the surface causing prevailing winds towards the poles or trade winds towards the equator. These winds take away any cloud formation from the region denying it of precipitation.
