well, that’s the goal, so that is kind of true, but biofeedback can produce adverse effects sometimes:
physiologically, biofeedback produces electrical stimulation which can make changes in the body.
here is a (not very well known) example of an adverse effect of biofeedback: in patients with facial paralysis as a result of physical nerve injury, stroke, or viral infection, some doctors perform biofeedback to stimulate the nerves to grow. because of this synkinesis occurs, which is when the nerve grows incorrectly, attaching to the wrong muscles. this makes the patient have involuntary movements, for example, when they try to smile, on the affected side, their eye might close, or they may snarl while smiling. this happens in most patients with this condition anyway, but it is much worse when biofeedback is done.
