The picture is meant to convince the viewer to come to the shelter and adopt. a foster animal. It shows the animals crowded together implying that there are animals that need you. It also creates a sort of empathetic tone for the animals shown above. The purpose of the poster is to make you either pity or feel sorry enough for the animals to come and maybe adopt one of them the shelter.
