To me, "democracy is not a state. It is an act" that simply means that:
"democracy is not guaranteed after the election has been decided but rather must be constantly defended and perfected by the people."
Democracy is an act because it is a continuous play that requires every citizen to participate in it.
This idea applies to many challenges today because there are instances where the rule of law or constitution was in danger of being sabotaged.
For instance, during the last concluded election of the U.S. President when Donald Trump was considering not vacating the presidency position.
Hence, in this case, it is concluded that truly, Democracy is not a state. It is an act.
