The Articles of Confederation formed a confederation in the United States. A confederation is a control in which the state bureaucracy, not national, have authoritative control. The heads of the modern nation worried that a powerful, centralized management would commence to a brutal government like the British rule. It was a national government comprised of a Congress, which had the authority to proclaim combat, designate armed deputies, sign agreements, make unions, select international representatives, and maintain connections with Indians.
