In large desert areas it is filled with many roots , roots of trees and vegetation hold the sand to the ground stopping it from moving/eroding, but sand sometimes does move when high wind levels occur *hint sandstorm*
It moves a lot that is why you see hill-shaped sand piling up through  deserts.

Answer: There is a lack of vegetation to hold the soil in place.
